All Party Parliamentary Group

NCB clerks the All Party Parliamentary Group for Children (APPGC), whose members include more than 100 peers and MPs who want to keep up to date with children and young people's issues. The group meets approximately once a month.

The APPGC was established in the 1980s. Throughout its history, the group has played a significant role in reports on conditions for children in care, the passage of the Children Acts 1989 and 2004, the introduction of video-links in child abuse trials, and the campaign for Children’s Rights Commissioners in the UK (with that work brought to fruition by the devolved legislatures). It has also overseen work undertaken by NCB and the Children’s Legal Centre on the development of child impact assessment.

Parliamentary Year 2010-11

During the 2010-11 Parliamentary Year, the APPGC will be holding a series of meetings centred around the theme of 'Children and Recession'.  The group will be having meetings on the Comprehensive Spending Review, the Review into Poverty and Life Chances, Pupil Voice and Children in the Health Service. Alongside the themed meetings there will be meetings on the Bills relevant to children and young people.

Youth Justice Report
In the 2009-2010 Parliamentary Year, the theme of the APPGC was Children in the Youth Justice System involving a series of meetings on issues ranging from prevention and entry to resettlement. The discussions and conclusions held in these meetings were brought together into the report 'Children and Young People in the Youth Justice System'. The conclusions show widespread concern about young people’s experiences of the youth justice system as well as overwhelming disquiet about the current age of criminal responsibility in England and Wales. This report was presented to the Minister for Youth Justice, Crispin Blunt MP on 6th December 2010.
